Abd Allah bin Mani al-Ruqi (b. 1383 AH / 1964 CE) is a Saudi scholar of hadith and Islamic jurisprudence based in Riyadh, known for his documentation of the legal opinions and commentaries of Abd al-Aziz bin Baz.

Lineage and early life

His full name is Abu Muhammad Abd Allah bin Mani bin Ghallab al-Ghubayri al-Ruqi al-Utaybi. He was born in Riyadh on Friday after the congregational prayer on 17 Ramadan 1383 AH. He was raised in his family home in the al-Wizarat neighborhood of Riyadh. His father worked for the Committee for the Promotion of Virtue and the Prevention of Vice in Riyadh alongside Umar bin Hasan Al al-Shaykh and died around 1390 AH when al-Ruqi was approximately six years old, after which he and his siblings were raised by their mother.

Al-Ruqi completed his primary, intermediate, and secondary education in Riyadh, graduating from the scientific track of secondary school in 1404 AH. In 1405 AH, he enrolled in the College of Sharia at Imam Mohammad Ibn Saud Islamic University in Riyadh.

Education and scholarly training

Al-Ruqi began his formal pursuit of Islamic religious sciences under scholars in 1401 AH. His principal teacher was the grand mufti Abd al-Aziz bin Baz, whose study circles he attended regularly for many years. He was noted among Ibn Baz's students for his strict attendance and comprehensive transcription of the shaykh's oral remarks, explanations, and gestures during lessons. Beginning in 1409 AH, Ibn Baz assigned him specialized research topics to resolve juristic and hadith questions raised during class. Al-Ruqi also studied under and transmitted scholarly benefits from Muhammad bin Salih al-Uthaymin.

Scholarly contribution

Al-Ruqi's scholarship focuses on hadith criticism, legal commentary, and the preservation of modern Hanbali scholarly legacy. He became a primary reference for contemporary researchers seeking the verified verdicts and oral teachings of Ibn Baz. Among his major contributions to this legacy is al-Hulal al-Ibriziyya min al-Ta'liqat al-Baziyya ala Sahih al-Bukhari, a multi-volume compilation recording Ibn Baz's marginal commentary on Sahih al-Bukhari. He also compiled Masa'il al-Imam Ibn Baz, gathering his teacher's legal determinations across various branches of jurisprudence. In hadith studies, he authored al-Tankit ala al-Muwatta, an analytical commentary on legal rulings and textual variants in Muwatta Malik.
