Al-Ahkam al-Mulimmah ala al-Durus al-Muhimmah li Ammat al-Ummah (The Comprehensive Rulings on "Important Lessons for the General Muslim Public") is a commentary written by Abd al-Aziz bin Dawud al-Fayiz on the instructional treatise Al-Durus al-Muhimmah li-Ammat al-Ummah by the Grand Mufti of Saudi Arabia, Abd al-Aziz ibn Baz (1330–1420 AH / 1912–1999 CE) . The book provides an accessible explanation of foundational Islamic theology, practical jurisprudence, ethics, and prohibitions for educators and the general public .
Background and Composition
After examining Ibn Baz's concise primer, al-Fayiz recognized its universal relevance for every Muslim—whether male or female, scholar or student . He performed the prayer of guidance (istikhara), consulted several scholars who endorsed the initiative, and formally sought permission from Ibn Baz, who approved the project .
Al-Fayiz completed the work in al-Zulfi in 1415 AH (c. 1994/1995 CE) . Ibn Baz personally reviewed the text and supplied annotations and remarks, which al-Fayiz incorporated throughout the book and marked with underlines to distinguish them from his own commentary .
Purpose and Methodology
The commentary was crafted to be moderate in length—neither tediously exhaustive nor defectively brief—aiming to serve as an accessible reference for mosque imams conducting study circles, heads of households instructing their families, and students of knowledge teaching in local communities . Al-Fayiz structured the explanation around establishing textual proofs (adillah) from the Quran and the Sunnah for every legal and doctrinal issue wherever possible .
Scope and Structure
The book follows the arrangement of Ibn Baz's original treatise, elucidating the core disciplines of Islamic knowledge:
- Quranic Recitation and Meaning: Teaching the recitation, correction, memorization, and comprehension of Surat al-Fatiha and the short chapters of the Quran spanning from Surat al-Zalzalah to Surat al-Nas .
- Creed (Aqidah): Elucidating the two testimonies of faith (their meaning, pillars, conditions, and virtues), the six pillars of faith (Iman), the three divisions of monotheism (Tawhid al-Rububiyyah, al-Uluhiyyah, and al-Asma wa-al-Sifat), and the categories of polytheism (shirk) .
- Jurisprudence of Worship (Fiqh): Detailing the five pillars of Islam, the prerequisites (shurut), essential pillars (arkan), and obligatory acts (wajibāt) of the ritual prayer (salah), the prerequisites, obligations, and nullifiers of ablution (wudu), as well as the preparation and execution of funeral rites and the funeral prayer .
- Manners and Prohibitions: Outlining prescribed Islamic conduct, morals, and character, and concluding with warnings against idolatry and major transgressions .
