Fatwa Administration at the Ministry of Awqaf and Islamic Affairs in the State of Kuwait

Mawsuat Sinaat al-Halal (Encyclopedia of the Halal Industry) is an Arabic legal reference work compiled by a committee of researchers at the Scientific Research Unit of the Department of Ifta within the Ministry of Awqaf and Islamic Affairs in Kuwait . It collects historical and contemporary legal rulings (fatwas), resolutions of Islamic jurisprudence academies, and conference recommendations on the Halal industry, food, medicine, and consumer goods .

Background and Compilation

The idea for the encyclopedia originated as a recommendation proposed by the Department of Ifta during the Third Gulf Conference on the Halal Industry and Its Services in 2014 . Three years after the conference approved the recommendation, the department adopted the initiative to fill an identified gap in Islamic literature by producing a comprehensive reference work addressing modern technological, chemical, and industrial developments affecting foods, pharmaceuticals, and consumer products .

The compilation was executed by a committee of researchers in the Department of Ifta's Scientific Research Unit, headed by Turki Isa al-Mutairi, with committee members Abd al-Aziz Muhammad al-Anzi, Ayman Muhammad al-Umar, Ahmad Abd al-Wahhab Salim, Rida Fathi Muhammad al-Abbadi, and Rida al-Shahat Muntasir . The first edition was published in Kuwait in 1441 AH / 2020 CE .

Scope and Objectives

The encyclopedia was designed to serve researchers, students, regulatory bodies, workers in the Halal production sector, and Muslim minority communities residing in non-Muslim countries . Its material encompasses:

  • Juristic rulings transmitted from scholars across the four Sunni legal schools from the second century AH onward .
  • Official rulings issued by national fatwa councils and institutions across the Arab and Islamic world .
  • Published rulings of early, late, and contemporary jurists .
  • Formal resolutions and recommendations issued by international fiqh academies and specialized scientific conferences .

Structure

The work is organized into an introductory scholarly section followed by eleven thematic chapters (abwab) arranged according to standard legal subject headings :

  • Introduction: Methodological plan, foundational Islamic guidelines on food and drink, Quranic verses, prophetic traditions, and key technical terms .
  • Chapter 1: Fatwas on foods (al-atimah) .
  • Chapter 2: Fatwas on beverages (al-ashribah) .
  • Chapter 3: Fatwas on ritual slaughter and hunting (al-tadhkiyah) .
  • Chapter 4: Fatwas on vessels and utensils (al-aniyah) .
  • Chapter 5: Fatwas on ritual purity and impurities (al-taharah wa-al-najasah) .
  • Chapter 6: Fatwas on narcotics and sedatives (al-mukhaddirat wa-al-mufattirat) .
  • Chapter 7: Fatwas on additives (al-mawadd al-mudafah) .
  • Chapter 8: Fatwas on medicine and medical treatments (al-tibb wa-al-tadawi) .
  • Chapter 9: Fatwas on cosmetics (mustahdarat al-tajmil) .
  • Chapter 10: Fatwas on clothing and adornment (al-libas wa-al-zinah) .
  • Chapter 11: Miscellaneous fatwas (mutafarriqat) .

Methodological Approach

Entries within each chapter are organized chronologically . Within a given topic, fatwas from official ifta bodies are presented first according to their establishment date—with Kuwaiti rulings placed at the beginning when available—followed by individual classical and modern scholars arranged by date of death, and concluding with decisions of academies and conferences .

All fatwas, resolutions, and recommendations are sequentially numbered throughout the entire work . Each entry is titled according to its subject, and question and answer texts are explicitly labeled, with bracketed questions supplied when a cited source recorded only the answer . Multi-part questions are split into distinct entries under their corresponding topics, and cross-references are provided for rulings relevant to multiple chapters . Sources are documented by publication volume and page, fatwa number, or the official online portals of contemporary muftis .
