Fatawa Islamiyya (Islamic Legal Rulings) is a multi-volume Arabic compendium of contemporary Islamic legal opinions compiled and arranged by Muhammad bin Abd al-Aziz al-Musnad .

Scope and Contents

The collection brings together fatwas issued by prominent contemporary Saudi scholars, primarily Abd al-Aziz ibn Abd Allah ibn Baz, Muhammad ibn Salih al-Uthaymeen, and Abd Allah ibn Abd al-Rahman al-Jibreen . It also incorporates rulings from the Permanent Committee for Scholarly Research and Ifta (al-Lajnah al-Da'imah) as well as selected resolutions of the Islamic Fiqh Academy held annually in Mecca, which operated under the presidency of Abd Allah ibn Humayd and subsequently Ibn Baz .

The rulings are structured thematically according to traditional chapters of Islamic jurisprudence, opening with theology (Kitab al-Aqidah) and proceeding through ritual worship and legal transactions . In its multi-volume arrangement, the first volume concludes at the end of the Book of Prayer (Kitab al-Salah), and the second volume extends through the Book of Sales (Kitab al-Buyu') .

Compilation and Verification

Al-Musnad gathered the material over several years from diverse sources, including printed books, periodicals, and original handwritten manuscripts by the scholars themselves . To ensure textual accuracy, he presented the compiled material directly to the jurists for formal review .

Ibn Uthaymeen and Ibn Jibreen reviewed their respective sections and granted permission for publication years prior to the official release . Publication was delayed until Ibn Baz and the Permanent Committee completed their examination; Ibn Baz subsequently provided written authorization and issued a statement cautioning readers against unauthorized, unverified prints .

Publication History

Prior to the authorized edition, unauthorized commercial prints had circulated :

  • A three-volume edition issued by Dar al-Qalam in Beirut, whose publisher claimed the compilation work .
  • A two-volume edition by Maktabat al-Turath al-Islami in Egypt, retitled Fatawa Hay'at Kibar al-Ulama (Fatwas of the Council of Senior Scholars) .

The authorized edition prepared by al-Musnad was published in Riyadh by Dar al-Watan, with an initial print appearing around 1412–1413 AH and a second edition in 1414 AH (1994 CE) .
