Fatawa al-Lajnah al-Daimah - al-Majmuah al-Thaniyah (Fatwas of the Permanent Committee – Second Collection) is a multi-volume compilation of legal rulings issued by Saudi Arabia's Permanent Committee for Scholarly Research and Ifta (al-Lajnah al-Daimah lil-Buhuth al-Ilmiyyah wal-Ifta) . Compiled and organized by Ahmad ibn Abd al-Razzaq al-Duwaysh, it serves as the official continuation of the committee's original 26-volume first collection .
Background and Compilation
Following the completion and publication of the first collection of fatwas, a substantial body of newly issued legal verdicts had accumulated at the Saudi Dar al-Ifta in response to questions submitted by the public . The General Presidency of Scholarly Research and Ifta resolved to publish these subsequent rulings under the title al-Majmuah al-Thaniyah .
To review and prepare the material, the Grand Mufti of Saudi Arabia, Abd al-Aziz ibn Abd Allah Al al-Shaykh, met weekly on Mondays with committee member Abd Allah ibn Abd al-Rahman ibn Ghudayyan and the compiler, Ahmad al-Duwaysh, to read through the collected rulings and approve them for publication .
Scope and Methodology
The compilation follows the thematic arrangement of the original series, organizing rulings systematically according to standard chapters of Islamic jurisprudence (fiqh) as well as theological and exegetical topics :
- Subject Matter: The work encompasses queries across Islamic creed (aqidah), Quranic exegesis (tafsir), devotional worship (ibadat), financial transactions, family law, and contemporary novel legal issues (nawazil) .
- Editorial Method: Rulings were selected to incorporate questions that had no precedent in the first series . Repetitive questions were excluded except where retaining them offered additional scholarly benefit or documented different answering signatories .
- Style and Grounding: The answers are characterized by concise phrasing, clear legal exposition, direct citation of scriptural proofs (dalil), and explanation of underlying legal rationales (talil) .
The verdicts carry the formal signatures of the committee members who deliberated on them, including Abd al-Aziz ibn Abd Allah ibn Baz (President), Abd al-Aziz Al al-Shaykh (Vice President / Grand Mufti), Abd Allah ibn Ghudayyan, Salih al-Fawzan, and Bakr Abu Zayd .
Publication
The work was published by the General Presidency of Scholarly Research and Ifta (General Department of Printing) in Riyadh in 11 volumes (though some secondary sources also refer to an issue in six volumes) .
