Fatawa al-Lajnah al-Da'imah - al-Majmu'ah al-Ula (Fatwas of the Permanent Committee – First Compilation) is a 26-volume compendium of legal rulings issued by the Permanent Committee for Scholarly Research and Ifta in Saudi Arabia, compiled and arranged by Ahmad ibn Abd al-Razzaq al-Duwaysh .
Background and Compilation
The collection brings together the official religious edicts issued by the Permanent Committee in response to inquiries submitted to the General Presidency of Scholarly Research and Ifta in Saudi Arabia . The rulings were deliberated and signed by prominent members of the committee across various periods, notably Abd al-Aziz ibn Abd Allah ibn Baz as chairman, Abd al-Razzaq Afifi as deputy chairman, and members including Abd Allah ibn Ghudayyan and Abd Allah ibn Sulayman ibn Mani' .
Prior to publication, parts of the compilation, such as the rulings on ritual purification (taharah), were reviewed and read directly before Ibn Baz, Afifi, and Ibn Ghudayyan . The final preparation and fair-copying of the twenty-sixth volume were completed on 13 Jumada al-Ula 1424 AH, and printing of the entire set concluded in 1425 AH .
Structure and Scope
The first compilation comprises twenty-six volumes organized thematically:
- Volumes 1–3: Creed and theology (al-'aqidah) .
- Volume 4: Quranic exegesis and sciences of the Quran (al-tafsir wa 'ulum al-Qur'an) .
- Volumes 5–23: Jurisprudence (fiqh), structured according to the traditional chapter sequence of Mukhtasar al-Muqni' .
- Volumes 24–26: A comprehensive miscellaneous book (kitab jami') addressing various contemporary matters, supplications, and adab .
Methodology
The methodology of the Permanent Committee, as defined in its responses, is rooted in deriving rulings directly from Islamic scriptural evidence (the Quran and the Sunnah) rather than strict adherence (taqlid) to a particular school of law (madhhab) or scholar . The Committee stated that it issues rulings based on what the proofs indicate, whether the outcome agrees with the four recognized legal schools collectively or with one of them .
Each fatwa is recorded alongside its official archive number and the signatories among the Committee's scholars . In compiling the work, hadiths cited as evidence were referenced to their collections to aid researchers in evaluating their status .
Subsequent Compilations
Following the completion of the first series, a second series titled Fatawa al-Lajnah al-Da'imah - al-Majmu'ah al-Thaniyah was prepared using the same methodology to incorporate later fatwas issued by the Committee .
