al-Tafsir wa al-Bayan li-Ahkam al-Quran (The Exegesis and Clarification of Quranic Rulings) is a contemporary multi-volume Quranic commentary focusing on legal rulings (ayat al-ahkam), authored by Abd al-Aziz al-Turaifi.

Scope and structure

The author completed the introduction to the work at the end of Safar 1436 AH (c. December 2014 / January 2015 CE). It was published in a four-volume first edition in 1438 AH (2017 CE) by Maktabat Dar al-Minhaj in Riyadh under publication number 166, with editorial preparation by Abd al-Majid ibn Khalid al-Mubarak.

The four volumes cover the following sections of the Quran:

  • Volume 1: Surah al-Baqarah.
  • Volume 2: From Surah Al Imran to Surah al-Nisa.
  • Volume 3: From Surah al-Ma'idah to Surah Yusuf.
  • Volume 4: From Surah al-Hijr to Surah al-Nas.

Methodology and sources

The book is designed as a compilation and explanation of legal verses, adopting a moderate length that avoids both excessive elaboration and extreme brevity. The author emphasizes that legal rulings in Islam are present within the Quran either through explicit text (nass) or through valid derivation (istinbat), and that careful contemplation (tadabbur) of these rulings increases faith and certainty.

In terms of hermeneutical principles, the author prioritizes explaining the Quran through the Quran itself and through the prophetic Sunnah, noting that the Sunnah specifies, restricts, and clarifies the broad meanings of Quranic verses. He stresses reliance on the exegesis of the early generations, particularly the Companions and Successors, while following the established genealogies of scholarly positions (ansab al-aqwal) to avoid abandoned opinions (aqwal mahjurah) or novel interpretations that lack precedent among early authorities.

The work applies strict authentication standards to reports that establish halal and haram, whereas more leniency is permitted in narrations concerning word definitions or occasions of revelation (asbab al-nuzul), a distinction the author notes having detailed in his treatise al-Taqrir fi Asanid al-Tafsir. Throughout the commentary, al-Turaifi frequently examines the legal deductions and interpretive principles transmitted from Ahmad ibn Hanbal, detailing how Ahmad dealt with Quranic generalities, specificities, ambiguous terms (al-mubhamaat), and analogies.
