al-Mu'tamar al-'Alami li-Tawjih al-Da'wa wa-I'dad al-Du'at (The International Conference on Directing Islamic Propagation and Training Propagators) is a conference proceedings and documentation work recording the inaugural international conference convened by the Islamic University of Madinah in Safar 1397 AH / February 1977 CE to address the methodologies, preparation, and challenges of Islamic propagation (da'wah).
Background and Organization
The conference was organized by the Islamic University in Medina and held between 24 and 29 Safar 1397 AH (12–17 February 1977 CE). It took place under the patronage of King Khalid ibn Abd al-Aziz and Crown Prince Fahd ibn Abd al-Aziz, who served as the Supreme President of the university. Shaykh Abd al-Aziz ibn Baz, then General President of the Administrations of Scientific Research, Ifta, Da'wah, and Guidance, inaugurated the sessions on behalf of Prince Fahd and served as the president of the conference.
The assembly gathered scholars, educators, university administrators, and delegates representing over seventy countries—recorded specifically in reports as 71 or 73 countries—spanning various continents. The stated objectives focused on defining Islamic da'wah and its methodology for directing human life, developing scientific and practical frameworks for training callers, assessing practical obstacles in the field, strengthening worldwide coordination among Islamic institutions, and countering ideological currents hostile to Islam.
Structure and Content
The proceedings and activities recorded in the publication were structured around five principal thematic committees:
- Da'wah Methodologies and Means: Research on modernizing and enhancing propagation techniques according to Quranic and prophetic guidance, featuring contributions by scholars such as Abu al-Hasan Ali al-Nadwi, Muhammad al-Ghazali, and Mahmud Shit Khattab.
- Preparation and Training of Propagators: Studies on educational curricula, cultural formation, and institutional training for callers, including papers by Yusuf al-Qaradawi and Ahmad Ahmad Ghalwash.
- Contemporary Obstacles: Examinations of modern intellectual and practical challenges facing Islamic workers, with papers presented by figures such as Muhammad Husayn al-Dhahabi and Ahmad Muhammad Jamal.
- Mass Media and Communication: Evaluations of contemporary media apparatuses, their impact on public guidance, and strategies for Islamic media engagement, including research by Abdullah ibn Ibrahim al-Ansari and Ali Muhammad Juraysha.
- Counter-Islamic Trends: Analyses of missionary, secular, and hostile ideological movements, alongside strategic responses to them.
Outcomes and Continuation
The conference concluded with the adoption of 98 formal recommendations intended to serve as a comprehensive program for Islamic organizations, educational institutions, and workers in the field of da'wah. These recommendations covered legal governance, the primacy of the Quran and Sunnah, educational reform, media coordination, and institutional support for Muslim minorities.
The findings and selected research papers from the event were published and distributed by the Islamic University. The initiative served as the direct precursor to the Second International Conference on Directing Islamic Propagation and Training Propagators, held at the same venue in Rabi' al-Awwal 1404 AH / January 1984 CE.
