Muzaffar al-Din Ibn al-Saati (d. 694 AH / 1295 CE) was a Baghdad-based Hanafi jurist and legal theorist, known for his legal compendium Majma' al-Bahrayn and his treatise on legal theory Badi' al-Nizam .
Origin and Education
His full name was Abu al-Abbas Ahmad ibn Ali ibn Taghlib (also cited as Tha'lab) ibn Abi al-Diya' ibn Muzaffar . His family originated from Baalbek, but he was born and raised in Baghdad . His father was a maker of clocks who constructed the famous clock mechanism above the gate of the Mustansiriyya Madrasa in Baghdad, earning the family the sobriquet Ibn al-Saati ("son of the clockmaker") and gaining close association with the Abbasid caliph al-Mustansir bi-Allah .
In Baghdad, he studied jurisprudence, legal theory, theology, Arabic grammar, rhetoric, and rational disciplines . He studied Hanafi jurisprudence and proportional calligraphy (al-khatt al-mansub) under Taj al-Din Ali ibn Sanjar, known as Ibn al-Sabbak, and also studied under al-Zahir Muhammad al-Nawjabadi .
Scholarly Career and Reception
He held a prominent position in Baghdad, where he taught and issued legal rulings for an extended period . Among his students was Rukn al-Din al-Samarqandi, who read his legal work Majma' al-Bahrayn with him and received an authorization (ijaza) from him in 690 AH . His daughter, Fatima bint Ahmad, also studied jurisprudence and Majma' al-Bahrayn directly under him and transcribed manuscripts in fine script .
Scholars of his time praised his proficiency in both transmitted and rational sciences . The Shafi'i scholar Shams al-Din al-Isfahani praised him extensively, preferred his intellect over that of the Maliki jurist Ibn al-Hajib, and described him as sharper in acumen . In legal theory, he authored Badi' al-Nizam, in which he synthesized the theoretical approach of Sayf al-Din al-Amidi's al-Ihkam with the applied Hanafi methodology of Fakhr al-Islam al-Bazdawi's Usul . In substantive law, he condensed al-Quduri's Mukhtasar and Najm al-Din Umar al-Nasafi's al-Manzuma into Majma' al-Bahrayn, later composing an extensive two-volume commentary on it . He also wrote a polemical refutation of the philosopher Ibn Kammuna titled al-Durr al-mandud fi al-radd 'ala faylasuf al-Yahud .
Death
He died in Baghdad on the eve of Wednesday, 4 Jumada al-Ula 694 AH (c. March 1295 CE) . He was buried in the cemetery of al-Shuniziyya, near the tomb of al-Junayd .

Badi al-Nizam al-Jami bayn Kitab al-Bazdawi wal-Ihkam, also known as Nihayat al-Wusul ila Ilm al-Usul, is a 7th-century AH treatise on Islamic legal theory (usul al-fiqh). It synthesizes two methodological traditions by abridging Sayf al-Din al-Amidi's theoretical work al-Ihkam fi Usul al-Ahkam and combining it with the subsidiary applications found in Fakhr al-Islam al-Bazdawi's Usul, integrating the theoretical approach of the theologians with the branch-derived method of the Hanafi jurists.
