Mukhtar bin al-Arabi al-Jazairi is a contemporary Maliki jurist and scholar of Algerian origin, known for his legal commentaries on al-Risala by Ibn Abi Zayd al-Qayrawani .

Identity and Background

His full name is Abu Sulayman al-Mukhtar ibn al-Arabi Mu'min al-Jazairi, and he later assumed the nisba al-Shinqiti . Originating from Ain Sekhouna in the Saida Province of Algeria, his scholarly engagements and residences have also connected him to Doha, Qatar, and the educational centers of Mauritania (Shinqit) . During his time in Mauritania, he maintained close scholarly companionship with contemporary students and scholars of the region, including the Moroccan scholar and poet Abu 'Amir 'Adil ibn al-Mahjub Raffush .

Scholarly Contributions

Al-Jazairi authored al-Manahil al-Zilala fi Sharh wa Adillat al-Risala ("The Flowing Springs: A Commentary and Evidences for the Risala"), an extensive commentary establishing textual proofs and legal reasoning for the foundational Maliki manual al-Risala of Ibn Abi Zayd al-Qayrawani .

At the urging of students and educators across the Maghrib and elsewhere—particularly 'Adil Raffush—he prepared a pedagogical abridgment intended for use across universities, institutes, traditional Mauritanian schools (mahhadir), and educational circles, completing and revising it on 23 Sha'ban 1436 AH (10 June 2015 CE) . Titled Masalik al-Jalala fi Ikhtisar al-Manahil al-Zilala ("Pathways of Eminence in Abridging the Flowing Springs"), this condensed edition streamlined the parent work while incorporating further legal refinements and critical benefits, particularly in the section on commercial transactions (Kitab al-Buyu') .
