Life and Career

Abd al-Rahman ibn Abd al-Khaliq al-Yusuf was born in Egypt in 1939 CE . He pursued higher religious education in Saudi Arabia, graduating with a high degree from the Faculty of Sharia at the Islamic University of Madinah, where he studied under scholars including Muhammad Nasir al-Din al-Albani .

He subsequently relocated to Kuwait, where he worked as a schoolteacher from 1965 to 1990 CE . Controversies and Scholarly Reception

Abd al-Rahman ibn Abd al-Khaliq gained substantial influence among Kuwaiti youth, advocating adherence to the Quran and the Sunnah according to the understanding of early Muslim generations . However, his positions on organized collective work, political participation, and elections sparked extensive debates within the Salafi movement .

In 1415 AH, Abd al-Aziz ibn Baz addressed a series of critical observations to him concerning several of his writings—including Usul al-Amal al-Jamai (Principles of Collective Work)—as well as his stance on public demonstrations; Ibn Abd al-Khaliq sent replies affirming his commitment to the methodology of the Salaf and retracting the points noted by Ibn Baz .

He was sharply criticized by other figures: Muqbil ibn Hadi al-Wadi'i accused him of causing factional division among Ahl al-Sunna across Yemen, Sudan, and the Gulf, and criticized his methodology in books such as al-Fikr al-Sufi fi Daw al-Kitab wa al-Sunna (Sufi Thought in the Light of the Quran and Sunnah), while recommending the refutations written against him by Rabi' ibn Hadi al-Madkhali . Al-Albani likewise expressed strong reservations about his emphasis on parliamentary politics and partisan organizing . Conversely, when asked to assess him, Muhammad ibn Salih al-Uthaymin emphasized the broader principle that scholars who have served the community should be commended for their contributions, and that individual errors should be weighed equitably against their accumulated good deeds .
