Abd al-Rahim al-Hashim is a contemporary Saudi scholar and jurist of Islamic law, who served as an associate professor at Imam Muhammad ibn Saud Islamic University.
Academic Career and Education
Abd al-Rahim ibn Ibrahim al-Hashim pursued his scholarly training under senior jurists, including Salih ibn Abd al-Rahman al-Atram, professor of jurisprudence at the College of Sharia in Riyadh and member of the Council of Senior Scholars of Saudi Arabia. He advanced through the academic ranks at Imam Muhammad ibn Saud Islamic University, attaining the position of associate professor.
Scholarly Contributions
Al-Hashim specialized in Islamic jurisprudence, with a focus on contemporary transactions, ethics of public office, and classical legal measurements. He authored al-Hadaya lil-Muwazzafin: Ahkamuha wa Kayfiyyat al-Tasarruf fiha ("Gifts to Employees: Their Rulings and How to Dispose of Them"), a specialized legal study that originally appeared as a peer-reviewed research paper in Majallat al-Buhuth al-Amniyyah at King Fahd Security College in Dhu al-Hijjah 1425 AH before being published in a revised standalone edition. In this work, he addressed the lack of dedicated modern treatises on gifts given to employees in both public and private sectors, categorizing such gifts into three legal classes: those strictly prohibited to offer and accept (such as bribes and compensation for mandatory duties), those prohibited for the employee to accept while permissible for the giver to offer under certain constraints, and those permissible to offer and accept (such as customary gifts from relatives and pre-existing acquaintances that do not relate to employment matters). He also examined the appropriate ways to dispose of illicit gifts, such as returning them or placing them in the public treasury (bayt al-mal). In the field of classical ritual and commercial measurements, he authored al-Risalah al-Fasilah fi Taqdir Ghalib al-Mawazin wa-al-Makayil ("The Decisive Treatise on the Estimation of Predominant Weights and Measures").
