Abd al-Haqq al-Turkmani is a contemporary Islamic scholar and researcher known for his legal writings and critical editions of classical Islamic texts .

Scholarly Contributions

Al-Turkmani authored al-Dukhul fi Aman Ghayr al-Muslimin wa-Atharuhu fi al-Fiqh al-Islami ("Entering the Safe-Conduct of Non-Muslims and Its Effects in Islamic Jurisprudence"), an inquiry into the legal and ethical framework governing Muslims who enter or reside in non-Muslim lands under contracts of safe-conduct (aman) . In it, he grounded the legal obligations of Muslim residents and travelers in the Quran and the authentic Sunnah, arguing that entering such territories under safe-conduct strictly prohibits treachery, deceit, and unlawful appropriation of property or life . The work was first published in Mecca by the Muslim World League in 1433 AH within its peer-reviewed monthly series Da'wat al-Haqq (no. 250), and subsequently published by Dar al-Basha'ir al-Islamiyyah in Beirut in 1438 AH / 2017 CE .

In the field of manuscript editing, he prepared and annotated the critical edition of Ibn Hazm's legal work al-Talkhis li-Wujuh al-Takhlees, published jointly by the Center for Islamic Research and Dar Ibn Hazm in Beirut in 1423 AH .

Reception

Al-Turkmani's jurisprudential research on safe-conduct was evaluated by the General Presidency of Scholarly Research and Ifta in Saudi Arabia in 1431 AH, which commended its methodology and its practical relevance for Muslim communities living in Western countries .

The work received written endorsements and introductory notes (taqriz and taqdim) from senior scholars, including Abd Allah ibn Abd al-Muhsin al-Turki, Ahmad walad al-Murabit al-Shinqiti, and Abd Allah Shakir al-Junaydi . Ahmad al-Murabit dedicated verses of poetry in praise of al-Turkmani, highlighting his adherence to the Quran, the Sunnah, and the guidance of early scholarly predecessors (al-salaf) .
