Abd al-Hadi Abu Talib (also known as Abd al-Hadi Boutaleb) is a Moroccan scholar, diplomat, and linguist who served as Director General of the Islamic Educational, Scientific and Cultural Organization (ISESCO) and authored works on contemporary Arabic linguistic usage .
Public and Institutional Roles
Abu Talib was appointed Director General of the Islamic Educational, Scientific and Cultural Organization (ISESCO) in Morocco and served as an appointed member of the International Islamic Fiqh Academy (مجمع الفقه الإسلامي) . He also served as the honorary president of the Hassan II Foundation for Scientific and Medical Research on Ramadan (مؤسسة الحسن الثاني للأبحاث العلمية والطبية عن رمضان), delivering an address at its ninth joint fiqh-medical symposium on contemporary medical issues held in Casablanca in Safar 1418 AH (June 1997 CE) .
Linguistic Thought
In the field of linguistics, Abu Talib addressed the state of contemporary Arabic in his work Muʿjam Taṣḥīḥ Lughat al-Iʿlām al-ʿArabī (Dictionary for Correcting the Language of Arab Media), focusing on widespread grammatical, morphological, and stylistic solecisms found in print, television, radio, and spoken communication . He argued that upholding standard grammatical and morphological rules takes precedence over invoking rare or anomalous exceptions (al-shādhdh), in order to preserve the structural cohesion and unity of the Arabic language .
Abu Talib did not oppose lexical borrowing or neologisms (al-muwallad) provided that imported terms conformed to standard Arabic morphological templates and known verbal weights . He framed the defense of language against solecisms and improper intrusions as an essential safeguard of linguistic sovereignty, which he regarded as an integral component of national sovereignty .
